Conservation Commission Minutes 3/8/10
CONSERVATION COMMISSION

Present: Richard Andrus, Timothy Lovett, David Dempsey, and Christopher Blair
The meeting convened at 6:05p.m.

Raab - 547 Main Rd – RDA – set boulders near existing boathouse to control erosion (R. Andrus is the project manager)
The Raab’s and their contractor were present but did not bring any pictures or plans with them as was requested at February’s meeting.  The proposed work is in the buffer zone of the lake and on a 40 degree slope.  The project was to place some 20 or 25 boulders in concentric arcs so as to terrace the slope and slow down water flow towards the bank where their boathouse is positioned.  After some questions from the Commission to the applicant, he stormed out stating he would place the rocks at 101 feet from the Bank and that he would not continue with our questions.  DEP will be contacted for assistance in how to proceed.  

Kern – 4 Art School Rd – NOI – final grading and surfacing of access road into permanent driveway (C. Blair is the project manager)
Shannon Boomsma of White Engineering, Frank Kern and a representative from Project Native were present to review the project details.  Frank asked that the paperwork be corrected to show that his wife’s name is Julie not Judith.  A letter was received from the Director of Operations stating that the temporary access to the public way expired in February and that under conditions of the permit all material must be removed from the right of way and returned to its original condition.  A motion was made to accept the project as presented which was seconded and approved unanimously.  The Commission issued the following special condition: Survivability of new plants matter. An area of 10,663sf will be planted and seeded. Upon completion the engineer shall submit a list of quantities and species installed (if different than on plans). For 2 years after installation the owner & plant contractor shall ensure survivability of 75% of the plant matter exclusive of seed mixes, replanting in quantity and kind as necessary to achieve the planting plan as submitted.

Shifrin – 52 Sylvan Rd – Request for Certificate of Compliance DEP# 230-0227 (C. Blair is the project manager)
Chris made a site visit today and recommended that a complete certification be issued.

Savitt – 221 Beartown Mtn Rd. - present their proposed landscaping plan (D. Dempsey is the project manager)
Chris Tomich was present to review the project details which include a pool.  A motion was made to accept the project as proposed as the activity described will not have a substantial impact on the natural scenic qualities of the mountain region.

For Discussion:
1.  Mail was reviewed.
2.  Minutes from 2.8.10 were approved as written.
3.  Alan Rothschild came in to discuss his Chapter 91 license, new dock permit that he dropped off over the weekend.  The Commission suggested he come in and fill out the RDA and submit it prior to the March 29th deadline for the April meeting.
